No big flood if rainfall is normal, in Thailand

The Royal Irrigation Department (RID) is finally getting down to specifics. I know exactly how deep the water gets in a big flood as opposed to.... "There is no risk of a mega flood this year if the rainfall level is normal"in the lead sentence. Now for sure I can quantify the difference between a big flood and a mega flood and for sure neither one of those is catostrophic, thank goodness.
And as to all the quadzillions of Baht already spent well...
"However, he conceded that low-lying areas in Ayutthaya and Ang Thong are likely to be submerged as is a normal occurrence every year."
So in conclusion, we can look forward to normal flood, not big or major if the rainfall is normal.Whatever that is.
Then why on the 18th of June do we have this headline " BMA implementing flood prevention plan according to last year s crisis" from the National News Bureau of Thailand (NNT)
