Traffic Accident and Road Marking in Thailand

The accident took place at about 0540 this morning and write up was still taking place at 0630. It did not appear that anyone I was was drunk, but who knows. Who was at fault? At the scene, who knows.
But, part of the fault id the government department that should have had the road marked. And at that curve there should be a solid yellow line. You can see that the road is nearly 4 lanes wide at that point.
I assume the speed limit on the streets of Khon Kaen is generally 90KPH, since I have not seen any signs to the contrary and that seems to be the preferred speed for most drivers.
The only thing I would wager money on is that the no government department  will be held responsible for their negligence in this or any other case.
